Check out this online image editor which allows you to upload pictures from either your hard drive, or from a url and edit them in a photoshop type environment. Its not nearly as advanced and photoshop style programs however it does have some basic filters plus it supports multiple layers, and it will get you by in a pinch. Especially when you need to quickly change a co-workers desktop background to something embarrassing in a hurry.
